Tunisian journalist and former political prisoner Abdallah Zouari was first jailed in the 1990s, then released in 2002 after 11 years in prison. Zouari was then confined to internal exile in Zarzis, a rural district 500 kilometers from his family home in Tunis. In 2003, he was arrested again after complaining from being barred from a cybercafé.
While his exile was scheduled to end in 2007, it was extended by 26 months without explanation. On August 2, 2009, it was reported that Zouari's seven years of house arrest had finally come to an end, however, on September 15, 2009, Zouari was detained by plainclothes officers for eight hours, during which time he was asked to disclose the passwords of his email accounts and interrogated about a report he had published the day before on the banned Tunisnews website.
Zouari blogged at Citizen Zouari, which was hacked in 2009 and has not been updated since. In 2011, Zouari reemerged as a spokesman of elected party Ennadha.
